In response to a Public Records Request and supported by subsequent research, the following information represents Shreveport Police Officers and Jail personnel who have been placed on “administrative leave,” “departmental leave,” “human resources” status, or terminated between December 1, 2019 and June 15, 2020.

“Administrative Leave” is paid leave, unless otherwise specified, used typically when someone is under investigation, such as that which would be conducted by the Internal Affairs Bureau (IAB).

“Departmental Leave” is paid leave, unless otherwise specified, used typically when someone is under criminal investigation.

Officers assigned to the “Human Resources” status have not be reported here unless this assignment occurred in conjunction with “Administrative” and “Departmental” leave. Those designated solely as “Human Resources” will be addressed at a later date.

Typically, pursuant to the Law Enforcement Officer’s Bill of Rights, investigations can be extended up to 60 days, with just cause and with approval from the civil service board.

  1. SPD Officer Janica Allen: Placed on “Departmental Leave” on December 23, 2019. Remained on “Departmental Leave” through February 18, 2020, before transitioning to “Human Resources.” Remained on “Human Resources” through June 15, 2020. According to Deputy Chief Antwoine White, “Shreveport Police Officer Janica Allen was issued a summons on February 13, 2020 by Shreveport Police Violent Crimes investigators following accusations of Simple Battery (LA RS 14:35). She is on departmental leave pending further investigation. A full administrative inquiry into the incident will take place following the criminal investigation.” 175 days on leave.

  2. SPD Officer Randy Bordelon: Placed on “Departmental Leave” on September 17, 2019. Transitioned to “Administrative Leave” on March 2, 2020. Facing federal conspiracy charges alongside Officer James Lorenzen, and Officer Brian Skinner, with the latter having pled guilty to distribution of anabolic steroids in US District Court on April 17, 2020, alongside former Bossier Parish Deputy Sheriff Jonathan Colgin. Previously, Officer Skinner was involved in the car chase and shooting death of 27-year old Trevinsky Odum on April 10, 2019 at Jewella Avenue and Greenwood Road, along with Officer James Leclare, who was involved in the fatal beating of Tommie McGlothen on April 5, 2020. 272 days on leave.

  3. SPD Officer Trevion Brooks: Placed on “Departmental Leave” on January 27, 2020. Transitioned to “Administrative Leave” on March 2, 2020. No additional information is available regarding the reason for Officer Brooks’ current leave status. However, Officer Brooks was involved with the fatal shooting of Anthony Childs on February 5, 2019. On March 4, 2020, Chief Ben Raymond recognized Officer Brooks and the rest of the Area 1/Shift C officers with a commendation during his annual awards dinner. 140 days on leave.

  4. SPD Officer Tyler Cheney: Placed on “Departmental Leave” on February 25, 2020 through March 30, 2020. Involved in the fatal shooting of San Juan Thomas with Officer Clemmie Porter on February 25, 2020. 34 days on leave.

  5. SPD Officer Roger Courtney: Placed on “Departmental Leave” on April 28, 2020. Resigned May 31, 2020. No additional information on the reason for this “Departmental Leave” is currently available. In a 1998 DWI case against Carroll E. Courtney, the arresting officer testified that Mr. Courtney stated, “Don’t you know that Roger Courtney is my brother? Y’all have always let me go before. Can’t you just let me go? Did you know he’s a Shreveport Police Officer?” 33 days on leave.

  6. SPD Officer Ricky Daughtery: Placed on “Administrative Leave” on April 16, 2020, with an annotation indicating that his leave is unpaid. No additional information on the reason for this “Administrative Leave” is currently available. Previously, Officer Daughtery appeared in front of the Civil Service Board on March 13, 2019 and December 18, 2018. 60 days on leave.

  7. SPD Officer Landry Ducote: Placed on “Departmental Leave” on June 1, 2020. No additional information on the reason for this “Departmental Leave” is currently available. Officer Ducote serves on the Board of Directors for the Louisiana Tactical Police Officers Association. 15 days on leave.

  8. SPD Officer Ladarious Ford: Placed on “Administrative Leave” on April 3, 2020, with an annotation indicating that his leave is unpaid. No additional information on the reason for this “Administrative Leave” is currently available. 73 days on leave.

  9. SPD Officer D’Quavius Franklin: Placed on “Departmental Leave” on February 17, 2020. Transitioned to “Human Resources” on March 27, 2020 through May 26, 2020. No additional information on the reason for the “Departmental Leave” or “Human Resources” is currently available. 99 days on leave.

  10. SPD Officer Joshua Gatson: Placed on “Departmental Leave” on November 11, 2019. Transitioned to “Human Resources” on December 4, 2019 through January 27, 2020. No additional information on the reason for the “Departmental Leave” or “Human Resources” is currently available. 77 days on leave.

  11. Carlton Hardy (Jail Employee): Placed on “Departmental Leave” on March 11, 2020 and resigned on March 30, 2020. No additional information on the reason for the “Departmental Leave” is currently available. 19 days on leave.

  12. SPD Officer William Isenhour: Placed on “Departmental Leave” on January 27, 2020. Transitioned to “Administrative Leave” on March 2, 2020. No additional information on the reason for the “Departmental Leave” or “Administrative Leave” is currently available. On March 4, 2020, Chief Ben Raymond recognized Officer Isenhour and the rest of the Area 1/Shift C officers with a commendation during his annual awards dinner. 140 days on leave.

  13. Qualesha Jackson (Jail employee): Placed on “Administrative Leave” on June 7, 2020. Per a statement from SPD, “Two Shreveport City Jailors were summonsed following an alleged on-duty fistic encounter. Symphany Mays who has been with the department since March of 2018 and Qualesha Jackson who was hired in April of 2019, were both placed on departmental leave by Chief Ben Raymond pending a criminal and administrative investigation.” 9 days on leave.

  14. SPD Officer D’Marea Johnson: Pleased on “Departmental Leave” on June 8, 2020 due to his involvement in the fatal beating of Mr. Tommie McGlothen. Officer Johnson joined the SPD on June 14, 2018. 8 days on leave.

  15. SPD Officer Yondarious Johnson: Placed on “Administrative Leave” on April 17, 2020 and resigned June 8, 2020. No additional information on the reason for the “Administrative Leave” is currently available. Officer Johnson was one of four officers implicated in the excessive use of force suit brought against the City of Shreveport by Mr. Gregory Tucker, stemming from an incident that occurred on December 1, 2016. The three other officers involved were Chandler Cisco, William McIntire, and Tyler Kolb. Officer Cisco resigned from the SPD in 2019, but was reemployed the same year. Officer McIntire resigned in 2019. 52 days on leave.

  16. SPD Officer Joshunnna Jones: Placed on “Administrative Leave” on February 19, 2020 through April 13, 2020, at which point she transitioned to Family Planning leave. Officer Jones was arrested on February 15, 2020 facing charges of domestic abuse battery. According to Chief Ben Raymond, “a full administrative inquiry into the incident will take place following the criminal investigation.” 54 days on administrative leave.

  17. SPD Officer James Leclare: Placed on “Human Resources” between December 8, 2019 through January 6, 2020 (reason unknown). Placed on “Departmental Leave” on June 8, 2020 due to his involvement in the fatal beating of Mr. Tommie McGlothen. Previously, Officer Leclare was involved in the car chase and shooting death of 27-year old Trevinsky Odum on April 10, 2019 at Jewella Avenue and Greenwood Road, along with Officer Brian Skinner, who pled guilty to distribution of anabolic steroids in US District Court on April 17, 2020, alongside former Bossier Parish Deputy Sheriff Jonathan Colgin. Officer Leclare was also placed on “Departmental Leave” on October 12, 2018 by former Police Chief Alan Crump due to “an allegation of possible policy violations,” and appeared before the civil service board on December 12, 2018. Officer Leclare joined SPD in July of 2016. 8 days on current leave.

  18. Jordan Lewis: Placed on “Administrative Leave” on April 15, 2020, with an annotation that this leave is unpaid. No additional information on the reason for the “Administrative Leave” is currently available. It is also unclear whether Mr. Lewis is a SPD Officer or employed by the Jail. On June 15, 2020, an annotation was added to indicate unpaid leave. 61 days on leave.

  19. SPD Officer James Lorenzen: Placed on “Departmental Leave” on September 17, 2019. Transitioned to “Administrative Leave” on March 2, 2020. Facing federal conspiracy charges alongside Officer Randy Bordelon, and Officer Brian Skinner, with the latter having pled guilty to distribution of anabolic steroids in US District Court on April 17, 2020, along with former Bossier Parish Deputy Sheriff Jonathan Colgin. Previously, Officer Skinner was involved in the car chase and shooting death of 27-year old Trevinsky Odum on April 10, 2019 at Jewella Avenue and Greenwood Road, along with Officer James Leclare, who was involved in the fatal beating of Tommie McGlothen on April 5, 2020. 272 days on leave.

  20. SPD Officer Brent Mason: Placed on “Human Resources” between March 3, 2020 through April 13, 2020 (reason unknown). Placed on “Departmental Leave” on May 28, 2020 due to his social media post regarding the murder of Mr. George Floyd, with a subsequent post being made on June 3, 2020. 18 days on current leave.

  21. Symphany Mays (Jail employee): Placed on “Administrative Leave” on June 7, 2020. Per a statement from SPD, “Two Shreveport City Jailors were summonsed following an alleged on-duty fistic encounter. Symphany Mays who has been with the department since March of 2018 and Qualesha Jackson who was hired in April of 2019, were both placed on departmental leave by Chief Ben Raymond pending a criminal and administrative investigation.” 9 days on leave.

  22. SPD Officer Treona McCarter: Placed on “Departmental Leave” on June 8, 2020 due to his involvement in the fatal beating of Mr. Tommie McGlothen. 8 days on current leave.

  23. SPD Officer Christopher McConnell: Placed on “Departmental Leave” on January 27, 2020 through February 24, 2020. Transitioned to “Administrative Leave” on March 3, 2020. Terminated on May 11, 2020. Appeared in front of the Civil Service Board on May 21, 2020. No additional information on the reason for the “Departmental Leave,” “Administrative Leave,” or “Termination” is currently available. 105 days on leave.

  24. SPD Officer Lathan Meyers: Placed on “Administrative Leave” on April 22, 2020. No additional information on the reason for the “Administrative Leave” is currently available. 54 days on leave.

  25. SPD Officer Darius Morris: Placed on “Administrative Leave” on February 19, 2020. Resigned on May 26, 2020. Officer Morris was arrested on charges of attempted second-degree murder after the shooting of Reginald Jones on February 19, 2020. Officer Morris was off-duty at the time. 97 days on leave.

  26. SPD Officer Sheena Morris: Placed on “Departmental Leave” on December 17, 2019. No information as to whether Officer Morris resigned, was terminated, remained on leave, or was reinstated is available; the last date leave was reported was December 30, 2019. Per SPD Chief Ben Raymond, “Shreveport Police Officer Sheena Morris was arrested for suspicion of DWI by deputies with the Bossier Parish Sheriff’s Office during the early morning hours of December 17, 2019. She was placed on departmental leave pending further investigation. A full administrative inquiry into the incident will take place following the criminal investigation.”

  27. SPD Officer Cinterrica Mosby: Placed on “Departmental Leave” on July 11, 2019. Transitioned to “Administrative Leave” on February 24, 2020. Officer Mosby, along with Officer Phillip Tucker, who previously shot and killed a Shreveport man in 2013, responded to a fight on May 12, 2019, with Mosby later facing felony malfeasance charges resulting from her verbal and physical interactions during the course of that call. Per SPD Chief Ben Raymond, "Cp. Philip Tucker and Officer Cinterrica Mosby will be placed on departmental leave, with pay, as is required by civil service regulations as well as the Police department’s Policy.” On March 4, 2020, Officer Mosby received a “Departmental Commendation” from SPD Chief Ben Raymond while on leave. 340 days on leave.

  28. Tiffany Oliver: Placed on “Administrative Leave” on April 22, 2019. No additional information on the reason for the “Administrative Leave” is currently available. It is also unclear whether Ms. Oliver is a SPD Officer or employed by the Jail. 54 days on leave.

  29. SPD Officer Clemmie Porter: Placed on “Departmental Leave” on February 25, 2020 through April 13, 2020. Involved in the fatal shooting of San Juan Thomas with Officer Tyler Cheney on February 25, 2020. 48 days on leave.

  30. SPD Officer Brian Ross: Placed on “Departmental Leave” on June 8, 2020 due to his involvement in the fatal beating of Mr. Tommie McGlothen. Officer Ross was recognized by SPD Chief Ben Raymond as “Training Officer of the Year” and also received “Chief’s Appreciation” recognition on March 4, 2020. 8 days on leave.

  31. Michael Schultz: Placed on “Departmental Leave” on October 7, 2019 through December 2, 2019. No additional information on the reason for the “Departmental Leave” is currently available. It is also unclear whether Mr. Schultz is a SPD Officer or employed by the Jail. 56 days on leave.

  32. SPD Officer Brian Skinner: Placed on “Departmental Leave” on September 17, 2019. Transitioned to “Administrative Leave” on February 24, 2020. Pled guilty to distribution of anabolic steroids in US District Court on April 17, 2020, alongside former Bossier Parish Deputy Sheriff Jonathan Colgin, with federal conspiracy charges pending against SPD Officers Randy Bordelon and James Lorenzen. Sentencing was scheduled for May 27, 2020, but no information is available. Previously, Officer Skinner was involved in the car chase and shooting death of 27-year old Trevinsky Odum on April 10, 2019 at Jewella Avenue and Greenwood Road, along with officer James Leclare, who was involved in the fatal beating of Tommie McGlothen on April 5, 2020. Officer Skinner has appeared before the Civil Service Board on multiple occasions, including April 10, 2019, March 13, 2019, February 13, 2019, January 9, 2019, December 18, 2018, November 14, 2018, September 12, 2018, August 29, 2018, August 18, 2018, July 18, 2018, April 4, 2018, January 10, 2018, April 12, 2017, and January 11, 2017. It is unclear whether Officer Skinner resigned, was terminated, remains on leave, or was reinstated; the last date where leave was reported was April 20, 2020.

  33. SPD Officer Deonquanita Smith: Placed on “Departmental Leave” on December 22, 2019. Transitioned to “Administrative Leave” on April 17, 2020. No additional information on the reason for the “Departmental Leave” or “Administrative Leave” is currently available. On June 15, 2020, an annotation was added to indicate unpaid leave. Officer Smith joined the SPD on June 9, 2017. 176 days on leave.

  34. SPD Officer Charles Strawn: Placed on “Departmental Leave” on February 17, 2020 through March 9, 2020. Officer Strawn shot homicide suspect Gregory Jones in the chest after Jones allegedly pointed a firearm at officers from a closet where he was hiding. Officer Strawn joined SPD in August 2017. 19 days on leave.

  35. SPD Officer Sparkle Tims: Placed on “Departmental Leave” on April 25, 2020. Officer Tims shot attempted second-degree murder suspect Hayward Smith in the upper body on April 25, 2020. No information as to whether Officer Tims resigned, was terminated, remained on leave, or was reinstated is available; the last date leave was reported was May 4, 2020. Officer Tims joined SPD in 2018.

  36. SPD Officer James Tipton: Placed on “Departmental Leave” on May 14, 2020. No additional information regarding the reason for “Departmental Leave” is available. No information as to whether Officer Tipton resigned, was terminated, remained on leave, or was reinstated is available; the last date leave was reported was May 18, 2020. Officer Tipton received a “Chief’s Appreciation” award from SPD Chief Ben Raymond on March 4, 2020.

  37. SPD Officer Phillip Tucker: Placed on “Departmental Leave” on July 11, 2019 through January 27, 2020. Officer Tucker, who previously shot and killed a Shreveport man in 2013, along with Officer Cinterrica Mosby, responded to a fight on May 12, 2019, with Tucker a simple battery misdemeanor as a result of the altercation that occurred during the course of that call. Per SPD Chief Ben Raymond, "Cp. Philip Tucker and Officer Cinterrica Mosby will be placed on departmental leave, with pay, as is required by civil service regulations as well as the Police department’s Policy.” 200 days on leave.

  38. SPD Officer Jaquerus Turner: Placed on “Departmental Leave” on January 24, 2020. Transitioned to “Administrative Leave” on February 24, 2020. Officer Turner was arrested for domestic abuse battery and domestic abuse battery with child endangerment on January 25, 2020. Officer Turner allegedly hit his live-in girlfriend in the face and arms in front of at least one of her children. On March 4, 2020, Chief Ben Raymond recognized Officer Turner and the rest of the Area 1/Shift C officers with a commendation during his annual awards dinner. 143 days on leave.

  39. SPD Officer Delandro Washington: Placed on “Departmental Leave” on January 24, 2020. Transitioned to “Administrative Leave” on February 24, 2020 through April 20, 2020. Officer Washington was arrested for improper telephone communications, improper language, and harassment for allegedly sending messages to his estranged wife that contained "obscene, profane, vulgar language. The messages also contained threatening illegal or immoral acts with intent to coerce, intimidate or harass the victim." Officer Washington appeared before the Civil Service Board on June 9, 2020. 87 days on leave.

  40. Carl Williams: Reported “AWOL” beginning on February 10, 2020, with a beginning date of January 25, 2020. Placed on “Departmental Leave” beginning February 24, 2020, with a beginning date of January 25, 2020. Resigned on April 20, 2020. No additional information on the reason for the “Departmental Leave” is currently available. It is also unclear whether Mr. Williams was a SPD Officer or employed by the Jail. 86 days on leave.
