A public records request was submitted to the Shreveport Downtown Development Authority (DDA). The following documents were produced as a result of this PRR.
The Executive Director noted in their response to this PRR that:
- There are no employee evaluations of the DDA Director and Deputy Director.
- The Executive Director handles evaluations of the staff "in person, verbally".
- The DDA has no record of any written complaints against the DDA, DDA Director or Deputy Director from 2010 through the present [July 2, 2020].
- The DDA does not keep all submittals of mini-grant applications.
- The policy of the DDA is "to approve all that fall within the written parameters of the mini-grant application guidelines so long as there is money in the budget line item".
- Mini-grants are "on a first come, first-served basis".
Concerning DDA Programming Grants (Mini-Grants)
Disbursal dates of mini-grants were not included in the information about the mini-grant recipients.
According to the DDA's programming grant information, the $250 mini-grants are available to events held in the Downtown Development District and organizers are limited to one DDA mini-grant every 6 months.
The programming grant information also notes that "grants are awarded on a first-come, first-served basis", but that "preference will be given to those public events that attract a diverse range of participation". Events will also "be judged on a number of criteria". According to this information, the "goal of the grant is to encourage events in downtown Shreveport to show off the history and culture of our urban core". The intent of the grant is not for fundraisers or political gatherings.

- List of DSDC Board of Directors members, including dates of service and titles, from 2010 through present. (Citing that DSDC is a private non-profit not covered by public records laws)
- Annual employee evaluations of the DDA Director and Deputy Director. (Citing that none such exist)
- List of all personnel, including titles, departments, hire dates, and severance dates from 2010 through present, as well as any disciplinary actions, resignations, or terminations. (Only three years' worth of employee records were provided; as stated above, staff evaluations are done in person, verbally)
- All complaints made against the DDA, DDA Director, and DDA Deputy Director from 2010 through present, as well as the outcomes of each complaint. (Citing that none such exist)
- List of all applicants for DSDC Low Interest Loan Program from the inception of the program through present, as well as whether the grant was awarded and, if not, the reason why. (Citing that the DSDC is a private entity and exempt from public records laws)
- List of all applicants for DSDC Façade Renovation Program from the inception of the program through present, as well as whether the grant was awarded and, if not, the reason why. (Citing that the DSDC is a private entity and exempt from public records laws)

(This was only partially provided, as stated above, due to the fact that the DDA does not keep copies of all submittals of the mini-grant applications)
